  • Local Councils 2015 - The consultation process on the Local Councils reform
    The Local Councils' reform process is aimed at fine tuning the local government system. An evaluation process of the past fifteen years was launched to seek a way forward to meet the present and future needs. The ultimate objective of the reform is to promote good practice and enhance the effectiveness of local governance. The aim of the reform is not simply to correct or mitigate wrong-doings but the need to develop the concept of local governance based on the overriding principles of solidarity, subsidiarity and sustainability. Solidarity that propels individuals and communities to go beyond their narrow selfishness or enclave mentality. Subsidiarity and decentralisation implying that nothing should be done by larger or complex organisations if can be done as well by smaller and simpler structures. Sustainability and planning, the need to include future aspects in today's decisions and doings. Through a wide public consultation process the Government will be targeting a three-fold objective: stocktaking the status-quo and its development; receiving a wide range of ideas and suggestions and communicating the governments plan prior to reforming. The consultation process is aimed at exploring the legal changes that should be brought in effect to ensure better and more effective local government for the service of its' residents. This consultation process will delve into the legislative aspects related among other themes with the council's term, the mayor's and the executive secretary's roles, the financial aspect linked to current and new responsibilities related with environmental, socio-cultural and educational aspects. There must also be an evaluation of whether the local enforcement system is being well managed. The Government wants that each and every locality enhances its touristic attractions and this can be achieved through different methods of sustainable development. The densely populated island and the environmental challenges being faced by every locality make the roles of the local government much more significant. This process will facilitate more the problems encountered in the economic, social and environmental areas. This includes also the aspects of energy, transport, culture, economic development and urban regeneration together with waste management. This consultation process will keep going till the end of November of this year. After this period, the Government will be in a position to propose the necessary amendments in laws regulating local councils. A wide consultation process is being envisaged throughout this period with all concerned and first and foremost with the local council association which represents all of the 68 local councils. It is also envisaged that regular meetings with the association of the local council's executive secretaries will be held. A meeting with every local council has also been scheduled throughout the coming months. Separate meetings are scheduled with mayors, vice-mayors and councillors. The general public will also be broadly involved in this consultation process. This web page will be encouraging the general public to put forward their suggestions related to this matter. This consultation process is aimed at creating a way forward for local government, promote sustainability and influence positively the everyday life of the residents in their localities. The way forward for local government in Malta is to promote sustainable localities, stressing the point that all decisions and actions should belong to a local plan that forms part of the national plan. Local Councils will remain the betterment of its local territory in terms of infrastructural works, embellishments, cleanliness and others. However, apart from the ‘physical aspect' it is important that we also incorporate the 'social aspect' including local values, customs and traditions that shape up the local identity. Local Councils is about people, their success should be measured in terms of their ability to influence positively the everyday life of the residents in their localities.

  • Local Councils' Association
    The Local Councils Association was established in 1994 through the issue of specific Regulations entitled: Local Councils (Association) Regulations, 1994. From time to time, these Regulations were amended and enhanced. The Regulations state that: "There shall be a Local Councils Association representing all the Local Councils with the aim of protecting and promoting the common interests of all the Local Councils and to represent, solely for the purposes of these regulations, all Local Councils in Malta and overseas, and on international associations of local government authorities." The aims of the Association shall also include those of protecting and promoting the common interests of Local Councils as well as offering consultancy services, training on its own initiatives and in conjunction with any other Council or Councils. The Association is a juridical body having a distinct legal personality. It represents all 68 Local Councils in Malta and Gozo.

  • Marsaskala Local Council
    Marsaskala or Wied il-Ghajn as known in Maltese, is a small and picturesque fishing village in the south-eastern region of Malta, situated within a deep inlet. The sea front is a lovely place for a stroll, to gaze at the fishing boats which crowd the bay. Tourists and locals alike may enjoy a pleasant walk on the promenade where most of the bars, restaurants and cafes can be found. Historical sites such as St.Thomas' Tower and quite a number of rural chapels, as well as natural attractions like the rocky shores near Zonqor Point add character to this growing village which has now reached a population of more than 8,000 inhabitants.
