Joseph M. Meli
Status :
Joseph M. Meli is the son of Chev. Carmelo and the late Antonia nee Simiana. Born on March 6th, 1957. Educated at Stella Maris College - Gzira run by the Christian Brothers (1961-1969) and later at Saint Albert the Great College - Valletta run by the Dominican Fathers (1969-1973). Attended various evening courses at the University of Malta. Married Helen nee Attard Demajo in 1983 and has two sons - Joseph S.P. and Reginald J. and a daughter - Pavla Antonia. Legally separated since September 1997.
Active involvement in local affairs since High School days :
In his student days, Mr Meli was involved in various National studentesque movements such as the Youth Representative Council of Malta - KRZM (1977-1980) - Vice-President for National Affairs in 1978, later on in the successor of the YRCM the Federation of Maltese Youth Organisations - FGhZM (1980-1983) - Treasurer in 1982.
Participation in the Cultural life of Malta :
Mr Meli is a very well known person in the Cultural Life of the Maltese Islands. In fact, he has served in various committees and occupied important places, such as for example : The Malta Archaeological Society (Founder and its President since 1984); Din L-Art Helwa - Malta's National Trust both in its Youth Section (Chairman) and Senior Section (Council Member) for a number of years; in the Malta Historical Society (Treasurer for 1981-1984); Friends of the National Museums (Co-founder and Youth Officer for 1979-1981).
Contribution towards the Community :
Philanthropic and Community Service activities are also a priority in the life of Mr Meli. He has headed the Chairmanship of the Teens and Twenties Talent Trust Voluntary Service from 1976 to 1979; Council Member of the Saint Paul's Shipwreck - Valletta Parish Council (1981-1983); Consultant for the Saint Julians Parish Council - Editorial Board (1983-1984); Founder Member of the Rotaract Club of Malta (1977-1983) and its Treasurer in 1982; Assistant Scout Master of the Saint Julians Group (1990).
Mr Meli was the promotor and Chairperson of the Steering Committee of "Il-Beltin … Assocjazzjoni ta' Beltin ta' barra il-Belt Valletta" (1999-2000) and in now its Executive Co-Ordinator.
A firm beliver in the Environmental Cause :
As a convinced conservationist Mr Meli participates regularly in the activities organised by the Malta Ornithological Society, the Society of the Study and Conservation of Nature and the Movement for the Environment - Council Member in 1986-1988 and Din l-Art Helwa - Council member for many years and active in the Association's Youth Section since mid seventies.
In recognition for his contribution to the Environment Cause he was approved by the Malta's Prime Minister as a member on the Planning Consultative Committee in terms of Section 12 of the Development Planning Act 1992 - Term of Office 1993/1995. In May 1997, Mr Meli was appointed on the Valletta Rehabilitation Committee for the Term of Office 1997/1998 by the Minister of Public Works and Construction, the Hon. Charles Buhagiar A&CE, MP .
Involvement in International Cultural Affairs :
Mr Meli is also known in the International Cultural Arena. He represents regulary the Malta Archaeological Society in various Council of Europe Conferences held in Malta. The Gruppi Archeologici d'Italia invited Mr Meli to give lectures in Maltese Archaeology in Rome and Tolfa in 1981, 1982 and 1983 and at Naples in 1984. The Gruppi Archeologici Italiani have also appointed Mr Meli as their representative in the Maltese Islands since 1981.
In 1989 Mr Meli was elected to the Chairmanship of Commerce Department within the Associazione Malta - Sicilia post he held until the disolution of the Association in 1996.
In November 1996 and in May 1997 Mr Meli represented the Institute of Internal Auditors Malta Chapter at the General Assemblies of the European Confederation of Institutes of internal Auditing held in Rome and Instanbul respectively.
In June 1997 Mr Meli represented the Valletta Rehabilitation Committee at the Second Regional & Mediterranean Conference of World Heritage Cities Conference held in Tunis on the 9th to the 10th.
Membership in Chivalric Orders :
In 1990 Mr Meli was created a Knight of Honour of the Order of Saint John of Jerusalem 'Knights Hospitaller' - Russian Grand Priory. On December 21st of the same year was created a Commander and Vice Chancellor of the Malta Priory of the Military and Hospitaller Order of Saint Lazarus of Jerusalem - a position he held to December 1995. In December 1997 he was promoted to the rank of Knight of Grace within the same Order.
Participation in Professional Organisations :
In May 1990 Mr Meli was elected a Council Member of the Malta Institute of Management and was instrumental in the setting up of the M.I.M. Gozo Branch - March 09th 1991, he also paved the way for Civil Service membership in the Institute and was successful in inducing foreign nationals to join the Institute - all firsts in the twenty-seven year History of M.I.M. In the twenty-eight Annual General Meeting of the Malta Institute of Management he was re-elected on the Council and at the first Council Meeting for 1991/92 of the said Institute he was elected Honorary Secretary. Mr Meli was also active in various Committees and Sub-Committee of the said Institute, such as for example, the Annual Conference Committee, the Membership Committee, the Institute's Editorial Board and the Institute Gozo Branch.
In June of 1992 Mr Meli was elected on the Council of the Malta Institute of Certified Secretaries and Administrators and holds the office of International Relations Officer. He is actively promoting Ethics and the Mission Statement in the said Institute.
In May 1993 Mr Meli was involved in the set-up of the Malta Chapter of the Institute of Internal Auditors in collaboration with colleagues from the Public Sector. In October 1995 he was delegated the responsibilities to revitalize the Chapter and in May 1996 he was elected the Second President of IIA Malta Chapter representing the Private Sector for a two year Term of Office ending in 1998.
In January 1998 Mr Meli was appointed the First President of the newly constituted Malta Institute of Internal Auditors - a position he still holds to date.
Mr Joseph M. Meli, an Incorporated Financial and Executive Accountant, was first initiated in the Financial Services Industry Environment as an Accounts Clerk with one of the leading Accounting and Auditing Firm in the Maltese Islands - Messrs R. S. Attard of Marsa and Sliema, in 1977. Since then he has worked in various environments within the same Firm. His duties have included Book-Keeping, Audit Assistant, Administration Manager, Audit Supervisor, Systems Manager and recently he occupied the post of Internal Auditing Manager. He is conversant with all Maltese and International Accounting and Auditing and Internal Auditing Procedures and Techniques.
Mr Meli is also a Certified Secretary and Administrator.
