Born at Qormi,Malta - Paul joined the Franciscan Order in his youth. He spent most of his life abroad, where he continued to study various subjects and languages. In Italy he studied various languages including Latin, French, and Greek and also philosophy (1921-34), theology, and Hebrew (1923-24). In 1928 he went to India with the Bellary British Mission, where he studied the Telugu language but he returned to Tuscany in 1932 to teach Greek, Latin and English. He returned to Malta in 1935 as parish priest at Sacro Cuore church, Sliema, and at the same time served as teacher at Mdina. During the was he was ARP superintendent stationed at the Lyceum, Valletta, but in 1940 went back to India to work with the Italian prisoners. He was also director of Radio Delhi that transmitted in Italian and of an Italian-language newspaper. In Cardiff, he served as chaplain at St Cuthbert (1946). In 1955 he left the Franciscan Order. Since 1970 he as occupied himself with collecting Asian, European, and African fables. Although Paul returned to Malta in 1972, he soon moved and settled in Wales. Paul is dedicated to the Maltese language and literature. Many of his works, such as literary criticism and poems, have been published in local press. He has written quite a good number of articles in It-Torca. Paul's publications include Gabra ta' Hrejjef (A Collection of Fables, 1972); Ghemejjel Gilgamex (The Acts of Gilgamex, 1974); Hal Saflieni u l-Omm il-Kbira (Hal Saflieni and the Grand Mother1981); Il-Huggiega tas-Socjalizmu (The Fire of Socialism, 1983); and Ghanja lil Malta (A Hymn to Malta, 1984). Paul returned to Malta in 1993 to launch his translation of Dun Kixott (Don Quixote. In 1995 he also published the epic poem Hagar Qim.
